Jesus makes the Twelve by willing them

3:13 And he is stepping up into the mountain, ...
  and he calls before (him) those whom he himself willed.
  And they came before him.
Jesus makes the Twelve by proclaiming them
3:14 And he made "twelve," [whom he also named apostles], so that they might be with him, and that he might send them to proclaim, ...
3:15 and to have authority to cast out the demons.
3:16a And he made the twelve.
Jesus laid upon a name to Three Apostles
3:16b And he layed upon a name to the Simon, "Stone," ...
3:17 and James, the son of Zebedee, ...
  and John, the brother of James.
  and he layed upon a name to them, the Boanerges, which is "Sons of Thunder," ...
