The 2nd phrase has these 4 dialog words, ... kai basileia epi basileian ("and kingdom against kingdom, ..."). This part of the verse just restates the sentence that preceded it. If the sign for a "nation" includes the people in a "kingdom" perhaps the sign of a kingdom is the sign of the land on which they live. The diagrams are identical except for the occupants.
