Verse 16 has 4 phrases and 11 words. The 1st phrase has 5 narrator words followed by these 6 dialog words, ... Akousas de ho Hrōdēs elegen, Hon egō apekefalisa, Iōannēn, houtos ēgerthē [And~hearing (these things), the Herod was saying, ... "Whom I beheaded, John, this one was raised"]. The 11 words are top down. The three words "ho Hrōdēs elegen" (the Herod was saying) are tangent to the ears and lips of Herod.
